I was born in 1962 in El Paso, Texas, to legal Mexican immigrants before moving to Baldwin Park, California. Having attended De Anza Elementary School for Kindergarten, followed by Saint John’s Baptist Catholic School from 1st through 8th grade, and graduating in 1976. My educational journey continued at Don Bosco Technical Institute for high school, where I graduated in 1981. I attended Rio Hondo Community College and Mt. I pursued additional psychology research courses at California State University, Los Angeles, before being accepted to the University of California, Santa Barbara, in 1989, where I completed a Ph.D. program in Counseling Psychology in 1996. During my time at Santa Barbara, I published research articles in cross-cultural counseling.

Military Career

Throughout my military career, I garnered a wealth of diverse experiences and responsibilities. From serving as a Division Psychologist along the DMZ in South Korea to commanding medical detachments in Iraq and Afghanistan, my journey included leadership roles across various divisions and continents. Notably, I completed a post-doctoral fellowship in Forensic Psychology and rose to the rank of Colonel, commanding units in Germany and deploying to classified missions. Additionally, I held chief positions in behavioral health departments at prestigious medical centers in Honolulu and Washington, D.C. I retired honorably in September 2023, proud of the contributions made throughout my military service. These experiences have equipped me to effectively tackle the critical challenges confronting the 31st Congressional District and our nation.
